  • Orford & Gedgrave Parish Council   NOTICE OF PUBLIC RIGHTS AND PUBLICATION OF ANNUAL GOVERNANCE & ACCOUNTABILITY RETURN (EXEMPT AUTHORITY) ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2026   Local Audit and Accountability Act 2014 Sections 25, 26 and 27 The Accounts and Audit Regulations 2015 (SI 2015/234) The Accounts and Audit (Coronavirus) (Amendment) Regulations 2020 (SI 2020/404) NOTICE   1. Date of announcement: 2nd June 2026 2. Each year the smaller authority prepares an Annual Governance and Accountability Return (AGAR).  The AGAR has been published with this notice. It will not be reviewed by the appointed auditor, since the smaller authority has certified itself as exempt from the appointed auditor’s review. Any person interested has the right to inspect and make copies of the AGAR, the accounting records for the financial year to which it relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. Local government electors and their representatives also have:   ·        The opportunity to question the appointed auditor about the accounting records; and ·        The right to make an objection which concerns a matter in respect of which the appointed auditor could either make a public interest report or apply to the court for a declaration that an item of account is unlawful. Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.   The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.   4. Parish Councils are the most direct form of democracy in England and Wales, being the first tier of local government. This tier of local government has had a variety of responsibilities placed upon it due to changes within the law relating to the Localism Act of 2011, the Audit and Accountability Act of 2014 and a number of other legislation currently being laid before parliament. This has resulted in a busier Council and, from a resident’s perspective a more local place to access information and raise concerns.

The Council is an elected body with eleven seats fill by Orford residents and one seat filled by a Gedgrave resident. The primary function is to ensure the at the Parish is efficiently and economically run using a proportion of the annual Council Tax income.

The Parish Council has a broad range of responsibilities some of which can be summarized below:

Provision of Playgrounds and Play Equipment

Street Cleaning

Statutory consultations on planning issues

Making representations to other local and national bodies, on issues that affect the local community

Working with the County Council on traffic matters

Engaging with other local Parish Councils on matters that affect us all

Whilst there are limited powers to make decisions, Parish Councils do have the ability to negotiate with, and the power to influence, those other organisations that do make the final decisions.

Orford & Gedgrave Parish Councillors also operate as the sole Trustee for New Orford Town Trust.
